New governance environment and governance, the author of this paper, to the poor demand as the core, with big data as the carrier, the administrative system to interact with poor data cloud, and precise classification and guide the poor data resources integration, tissue differentiation and meet the demand of the poor psychological adjustment to avoid the contradiction between different poverty to participate in the main body, promote better resource integration and tissue differentiation. With the development of the poverty, the poor poor demand constantly updated feedback to the administrative deployment system in order to expand the new organization and resources involved in process of poverty, improve cycling fit between supply and demand.
