This study was based on the analysis of the foreign community mental services，combined with China’s national conditions and characteristics of the community. Consideration of the needs of different groups of mental health，our proposed service model of community of “ideal system” which includes two aspects of services：meta-service and personalized service. Meta-service that is part of the community common psychological services，which is the fundamental community mental health，involving policy and financial support，standardization system，service forms，service process management. Standardization system proposes a “Community Health Heart Center（Room）”，which contributes to the implementation of community mental services from construction material aspects. Personalized services concern to high risk of psychological distress，such as the elderly，youth，community correction staff，loss single family，which was incorporated into the tertiary prevention mechanism system to better implementation of response measures.
