民以食为天,食以安为先,农产品质量安全问题已成为经济发展和社会稳定需要着力解决的重点问题。近年来,中央和各级政府制定和出台了多种监管法规和措施,农产品质量安全水平不断提高,但问题和矛盾依然突出。本文总结了农产品质量安全的发展现状,并从农产品供应链视角出发,分析了农产品生产、加工、运输、批发、零售、消费和监管等环节存在的质量安全问题。在此基础上,本文提出了完善法律体系建设,健全专业人才培养,加强风险防控等提高农产品质量安全监管的对策建议。
<<“Dinning counts most for people,of which safety comes first.” The quality safety of the agricultural products had become an important challenge for China’s economic development and social stability. In recent years,the central and local governments have issued various rules and regulations and adopted a lot of measures,and the quality safety of the agricultural products has been improved. However,the problems are still serious and unsolved. This paper first describes the current situation of the quality safety of the agricultural products,then analyses the issue in all the nodes,along the supply chain of agricultural products,including the production,storage,processing,transportation,wholesale,retail,and consumption. Based on the analysis mentioned above,this paper further puts forward the suggestions on the improvement of the quality safety of the agricultural products,such as improving the legal system,promoting the professional trainings,enhancing the risk protection,and so on.
