The new agricultural management system is an important strategic deployment for pushing the structural reform of agricultural supply side and a great innovation and promotion of the rural basic management system. The new agricultural management system is a system intensified，specialized，socialized and systematized. At present，there are Five major types of the new agricultural operation entities，farming families，farmers’ cooperatives，corporations，new types of farmers，and agricultural consortium. The entities that serve the new agricultural management system could be divided into three types，cooperative organizations，corporations，and the organizations induced by the governments. The problems faced by the new agricultural management system include the conflicts between the new system and the household contract system，more risks and less incentives for the new agricultural management system，and the conflicts between the role of the new agricultural management system in the connection of the three industries and the small farmers directly sharing the value-added of the agricultural products.

We suggest the government to speed up the construction of the policy systems on the agricultural operation entities，intensify and improve the rural basic management system，and let new agricultural operation entities play leading roles in the promotion of the modern agriculture constructions，and adopt particular measures to make the small rural households have a share in the value-added of agricultural products. It is also necessary to keep a bottom-line thinking，and lead and induce the new agricultural operation entities to establish and strengthen the risk prevention mechanisms.
