During 2016，the finance of Henan province has been operated smoothly by focusing on servicing supply-side structural reform，actively supporting the economic structural adjustment and transformation and upgrading，promoting steady economic development，improving people’s livelihood and continuing to deepen reform of the fiscal and taxation systems，which is in line with the expectations on the whole. Confronting the complex economic situation and the outstanding unbalance between fiscal revenue and expenditure in 2017，it will be necessary to implement a more positive fiscal policy，execute fees-taxes cuts policies earnestly，promote the reform of the fiscal and taxation system actively，resolve the debt risk of local government effectively and better play the role of finance in maintaining stable growth，promoting reform，making structural adjustments，improving people’s well-being and guarding against risks.
