The idea of community education is still a topic of discussionin Chinese cities. The fundamental reason is that the community is to build a “functional community” or “normative community”. Based on a comparative analysis of the sense of community survey’ data in China and Japan，this paper discusses the characteristics of community awareness in normative community. The article emphasizes the importance of sense of community for the construction of normative community，and puts forward the idea of community education in the construction of normative community should be based on the sense of community.
