公共租赁住房作为保障性住房的一种重要形式,在北京发展迅速,是实现居者有其屋、完成保障性安居工程建设的重要内容。研究公共租赁住房的供给和后期管理是公共租赁住房可持续发展的关键。但是学界对于其如何治理的讨论却非常稀少。一般而言,以政府为主体来建立公租房的管理机构,行政管理的弊端是众所周知的,那么,公租房小区的社区治理究竟应采纳什么样的结构,治理体系是什么,其中涉及很多问题。
