On the basis of the research on the poverty alleviation policies implemented in Luoxiao Mountain region since 2011，this article discussed the major characteristics of all these poverty alleviation policies. Under the framework of “People-Industry-Land”，the author constructed an evaluation index system of the poverty alleviation policies and applied it in the in-depth investigation of the policies carried out in Luoxiao mountain area. Through the comprehensive assessment and interprovincial comparison，the author found the poverty alleviation policies implemented in Luoxiao mountain area were neither satisfying nor approving，and the comments on the policies made by village cadres were divergent from that made by common villagers. Through the interprovincial comparison，it could be seen that the evaluation of the poverty alleviation policies in Hunan area was not as good as in Jiangxi area. Finally，according to the evaluation results，we proposed the innovation direction and suggestions for the next stage of poverty alleviation policies’ implementation in Luoxiao mountain area under the framework of “People-Industry-Land”.
