全面考察连片特困区扶贫政策及实施状况对于优化“十三五”时期扶贫举措和减贫成效、如期实现全面脱贫目标意义重大。本报告基于“人地关系地域系统”视角重新解读连片特困地区贫困,提出“人”“业”“地”综合减贫分析框架,并据此构建连片特困区扶贫政策实施及成效评价指标体系,在梳理和归类2011年以来扶贫政策及深入贫困村调研村干部、村民获取一手资料的基础上,对比分析了大别山等六个连片特困区扶贫政策实施概况及成效,发现政策实施整体认同度较高且面向“人”的政策好于面向“地”和“业”的政策,体现了“以人为本”的精准扶贫理念,但整体实施成效不够理想,六个片区中武陵山片区表现相对较好。此外,“教育+产业”的祥龙模式、“互联网+贫困村”的湘西为村模式、“121+3”的咸丰模式以及产业扶贫利益联结机制创新的贵州实践等是“人”“业”“地”耦合扶贫的典型探索,对促进连片特困地区“人”“业”“地”综合减贫有借鉴和参考价值。
<<It is great meaningful to investigate Contiguous Destitute Areas’ poverty alleviation policy implementation and its effect for optimizing poverty relief countermeasures and promoting poverty alleviation effect,then achieve the goal of eliminating poverty totally in Thirteen Five period. This report reinterpreted Contiguous Destitute Areas’ poverty from perspective of regional system of human-land relationship,raised a “People-Industry-Land”(PIL)Comprehensive Poverty Alleviation analysis frame,and constructed an evaluation indexes system for Contiguous Destitute Areas’ poverty relief policy implementation and effects,then,using it to evaluate and comparative analysis 6 Contiguous Destitute Areas’(Dabie Mountain Area etc.)policy implementation and effects by sorting out policies from 2011 and in-depth interviewing and surveying on village cadres and villagers. The results showed that lots of interviewees considered the policy implemented well and generally policy for “People” better than policy for “Land” and “Industry”,the conclusion indicated the poverty relief thought was people first,however,the general poverty alleviation effect was lower than expectation,and Wuling Mountain Area’s performance was relatively better than other 5 areas. Besides,there were 4 modes of PIL poverty relief exploration,such as Xianglong modes of education plus industry,Xiangxi Wei Village modes of Internet plus poor village,Xianfeng modes of “121 plus 3” and Guizhou practices of innovation of benefits coupling mechanism for poverty relief industry,and all of these modes and mechanism innovation was the practices of PIL poverty alleviation and also good for urging Contiguous Destitute Areas’ PIL comprehensive poverty alleviation.
