Energy innovation plays a decisive role in the energy revolution，must be placed in the core position of overall energy development. As for the development of Henan province，long-term high input，high consumption，high emission and low efficiency of the extensive economic growth mode still exists，the contradiction between economic growth and energy consumption is increasingly prominent，innovation-driven transformation and upgrading of the energy is imminent. This paper puts forward “13th Five-Year” and a period in the future of Henan province to innovate driving energy transformation and upgrading of development，to improve the energy capacity for independent innovation，such as building technology innovation system，creating innovative demonstration base，establishing innovation service platform.
