社会体育指导员(青少年)制度的构建,既是青少年体育公共服务体系建设的重要组成部分,也是体育主管部门履行服务青少年体育培训指导工作职责的重要体现。本报告在对先期培训试点城市学生、家长、体育教师、培训学员和管理者进行问卷调查和结果分析的基础上,借鉴日本、美国、英国和德国的青少年体育工作发展经验,明确界定“社会体育指导员(青少年)”这一概念的内涵和外延,分析在青少年体育公共服务体系和社会体育指导员制度的框架中设立社会体育指导员(青少年)制度分支的必要性和可行性,以期为设立我国社会体育指导员(青少年)制度进行论证分析,并提出工作思路。
<<The system of social sports instructors for adolescents is not only an important part ofsports public service system but also a responsibility of sports authority to guide adolescence sports training. The report defines the denotation and connotation of socials sports instructors according to the analysis of the survey on students,parents,PE teachers,trainers and managers in pilot cities and experience of Japan,U.S.,UK,and Germany. It also analyzes the necessity and feasibility of establishing social sports instructors for adolescents under the framework of social public service system and social sports instructors in order to verify its further development.
