The training of backup talents for competitive sports in our country has obtained achievements in the development of policies and regulations，the design of development planning，the construction of training base，the revision of training program，the reform of sports events，the launch of sports activities，the training of leading talents，the international exchange and cooperation etc. In order to further improve the training of backup talents，we should perfect the teenagers’ sports organization construction，strengthen the base planning for backup talents，comprehensively arrange various competitions and teenagers’ sports activities，innovate the training mode of backup talents for competitive sports，build the scientific training mode，perfect the supervision and inspection，strengthen the teenagers’ sports cooperation and communication and improve the athletes’ social security system. In addition，we should actively mobilize the social forces to participate in the training of backup talents. As for athletes’ cultural education，we can innovate the training mode，promote the combination of sports and education，carry out the culture test，strengthen the work supervision，and constantly improve the education quality. However，there are also some problems. For example，the promotion of coordinated development is not big enough. Education funds are not necessary for the expenditure. The cultural education quality needs to be improved. The root cause lies in its unsmooth management system and inflexible mechanism，insufficient detailed policy guidance，and lack of scientific，systematic and effective supervision. Therefore，we need to start from responsibility，funds，guarantee effect，the combination of sports and education etc. to constantly improve the quality of cultural education.
