Industrial innovation is an important part of national innovation system, is the important embodiment of national industrial policy to support innovation.Industrial innovation ability decides the sustained competitiveness of manufacturing industries.In this paper, from the innovation environment, innovation input, innovation organization and performance of the four aspects to design a set of index system of industrial innovation ability measures, to 27 national manufacturing industry (excluding monopoly industry) general description of the innovation ability of analysis and innovation capability of manufacturing industries has carried on the comprehensive analysis and comparison, the 27 industries can be divided into supplier leading industry, labor-intensive industries of scale, specialized suppliers and science-based industry four categories, and measure the manufacturing innovation index from 2013 to 2015, for a more in-depth research on industry innovation and provide a basis for the industrial innovation policy.
