Imbalances in he human resources development in county hospitals of our country is unbalanced. And there is a great gap of comprehensive competitiveness between different regions. The uncoordinated development between hospital levels restricts the policy “serious illness within the county” and the effective implementation of hierarchical diagnosis and treatment. With the Healthcare Quality Share platform，this paper evaluates the specialized service ability of county hospitals from the three dimensions of structure，process and result in order to promote the balanced development of specialist service ability in county hospitals and improve the medical service.
