This paper is to study the effect of rural cultural construction based on a face-to-face survey in Hubei Province .Through an analysis of the characteristic differences of the cultural demands , experiences and judgments of different groups of the rural residents categorized by the factors of gender, age, education and family income, this paper argues that the lack of rural talent and the aged population reduces the policy effectiveness and public culture supply efficiency , and young and high-quality rural residents could help to improve their family income ,obtain and consume culture actively. Suggestion of this paper is that the effective ways to promote rural culture construction include popularizing senior-school education in rural area, guiding rural talents and younger population back to rural area from the city, and developing agriculture industrialization, etc.
