This paper strives to study the development and reform of higher vocational education, perceive various factors that expedite or hinder this development, probe into the relation between higher vocational education and the social economy and scientific development, expose the internal characteristic of higher vocational education and its running rules, put forward the reform policy and the strategy of higher vocational education development, and promote the understanding of the practice of higher vocational education.
