The administrative center shoulders the mission of comprehensively deepening the reform. It is the “showground” of the government’s image，“laboratory” of the governmental administrative system reform，people-centered “efficiency hall” of the service-oriented government，contradictory “gathering place” of the cadres and the masses under the new normal and the “demonstration place” of combating corruption and building a clean government under the new situation. Beijing administrative center has formed 4-leveled linkage mechanism，innovated in a number of grassroots administrative service manners but some problems still exist such as the lack of the coordination ability，unfulfilment of “Two Concentration and Two Implementation”，short of personnel management methods and relative backwardness of system network platform construction. The solution to these is “Five Unification and One Innovation”：unify identifications，establish the new image of the government；unify institutional responsibility，and increase legitimacy and modern level；unify the related standard of the administrative service and publish the optimized the processing work flow；unify supervision and incentive mechanism and strengthen the administrative service；unify the information system of the administrative service and promote “Internet+ administrative service”；delegate power and strengthen regulation at the same time and innovate the administrative service field and idea.
