It is of great importance to speed up the construction of "human resource special zone", in terms of the requirement of the national human resource development program and the implement of the strategy of reinvigorating China through human resource development. Xiamen City is adjacent to Taiwan Province, so "Cross-strait human resource zone" becomes the unique part of the "human resource special zone" construction for Xiamen.
