The local theater is an important part of traditional Chinese culture，it is the main carrier to show the local cultural characteristics. Xiaogan takes the “Chu opera of Xiaogan performance event” as the cater，actively develops the innovation of coordination mechanism，security mechanism，personnel system and performance mechanism，and forms “1+7” mode which means joint organizations，joint funding，joint service teams，joint cultural brand alliance and joint internet of “Chu drama benefit masses”. “1+7” mode can be used to reference and demonstration. So this paper aims to summarize the practices and experiences of “1+7” model，and then provides reference sample to the development and heritage of local theater in our country.
