Wen Yiduo Memorial is the education base of patriotism，and Hubei national defense as well as the experimental base of national public cultural policy research. The free opening policy is the best method to make it fully play the role of such a base. Memorial（museum）free open to the public，is not only the convention of many countries，but also a major trend in today’s world memorial development. On the basis of practical experience，This paper takes the Wen Yiduo memorial in Xishui as an example，and analyzes how to do a good job of the free opening work of Hall of Fame.
