In recent years，in the process of serving the masses and the developing the mass culture，Gaoling district of Xi’an has explored and established the demonstration project of public cultural services，using the public security “110” service model for reference. That means “as long as people have cultural appeal，they only need to call the AD-hoc phone，and they can timely enjoy the convenient，rapid and equal public cultural services”，which effectively meets the farmers’ growing spiritual and cultural needs，and forms the great atmosphere of everyone participating and enjoying the public culture.
