The digital library is based on the network environment to build a extensible co-operation and sharing knowledge network system，compared with traditional library，it has new features like intelligence，networking，sharing and so on. Since China formally proposed the conception in 1996，digital libraries has made a more rapid development. This paper discusses the definition and characteristics of digital libraries，by comparing with the traditional library，to explore how to build a digital library，and make digital library services and promotion.
