Providing the art performance for grassroots is one of the basic public cultural services that should be guaranteed by the government. Troupes are important vectors of providing distribution performance，and the performance of public services and the optimization of the quality of public services of which have an important implication in protecting people’s basic cultural rights and interests and promoting the construcion of modern public cultural service system. Taking 9 art troupes of Wuhan University national public cultural policy research base for the case，this paper analyzes the public cultural service performance of troupes briefly，proposes the policy advice and optimization path to enhance troupes public cultural service efficiency.
