The public library is a part of public cultural service system construction. Since the free opening，public libraries increased dramatically in the service content，service level and service people，and achieved important results. According to the field questionnaire survey of 116 libraries from 31 provinces，free opening public libraries are achieving good level in general，but there are also many problems need to solve. The important paths to enhance the level of free opening libraries are strengthening the library software and hardware construction，developing the export-oriented service model and enriching the service content and style.
