对公共文化政策研究实验基地的观察表明,2015年以来,我国公共文化政策密集出台,以推进现代公共文化服务体系建设为核心目标,重点突出公共文化服务体系法制化建设、补齐公共文化服务体系老少边穷等基层短板、提升公共文化服务体系社会化参与程度等,进一步分类细化公共文化服务体系建设的保障措施,博物馆、图书馆、文化馆等公共文化机构的服务能力得到持续提升,群众参与积极性有所提高,免费开放资金落实基本到位,验证了文化政策对公共文化机构的导向和激励效应。与此同时,存在部分公共文化机构公共投入边际效益递减现象,财政保障方式和保障标准有待完善,“以钱养事”的文化站体制改革配套措施仍需跟进等问题。建议进一步研究制订完善公共文化服务体系建设的实施细则,落实地方政府的公共文化事权与保障责任,完善对基层公共文化服务机构的管理体制和人员管理机制,继续完善公共文化机构绩效评价及奖惩机制。
<<The observation of public cultural policy experimental base indicates that from 2015,under the construction of modern public cultural service system of the strategic objectives established by the Third Plenary Session of 18th CPC Central Committee,from the service to performance,the museums,libraries and cultural centers and the other public cultural institutions have been comprehensive and continuous improved. The funds of free admission are basically available,and the activity of social participation in public cultural services has improved steadily. And also found that some institutions begin to show diminishing marginal utility in public input. The way and the standard of financial security need to be optimized;The social forces to participate in the construction of public cultural are in small scale and at low base,and incentive policies are have difficulties in implementation,it is recommended to further research and formulate the implement details of central government policies to achieve implementation. Meanwhile,to strengthen the input-output performance evaluation of public cultural institutions,and establish the rewards system which is performance evaluation results oriented.
