Aba Tibetan Autonomous Prefecture is an important passageway between western Tibet and inland areas. It has been an ethnic corridor and the frontline of anti-separatist struggle since ancient times. Since the Eighteenth Party Congress，the Government of Aba Tibetan Autonomous Prefecture has conscientiously carried out the CPC Central Committee’s strategy of “bringing Tibet under the rule of law and making Tibet prosperous” and the Provincial Party Committee’s requirement of “strictly implementing the rule of law to achieve stability and prosperity of Sichuan Province”，correctly established its strategic position，maintained its strategic focus，adhered to the basic judgment of “two absolute majorities”，steadfastly and comprehensively implemented the policy of ruling the prefecture by law and the overall requirement of “taking development as the key，stability as the focus，improvement of people’s livelihood as the objective，unity as the root，and Party building as the basis”，and carried out bold experimentations in applying the rule-of-law thinking and method to gradually solve the fundament problems that affect stability by dealing with their root causes. Especially since October 2015，government organs at various levels in the prefecture have seized the opportunity of optimization and adjustment by the Central Party Committee and Provincial Party Committee of their work in Tibetan areas，taken the normalization of law-based governance as the key link，and concentrated efforts on the “six major mechanisms” and “three important systems” while advancing with all strength the work of fighting against and prevention of separatism，thereby actively constructed a more effective mechanism for the fight against separatism and maintenance of stability in the Prefecture.
