The establishment of the system of lawyer’s participation in resolving and representing cases of petition letters and visits relating to legal proceedings，as an innovative new measure for dealing with petition letters and visits relating to legal proceedings，is of great significance to improving the quality of law enforcement and administration of justice，upholding citizens’ lawful rights and interests，and promoting the development of the lawyer’s profession. Suining City，as one of the first pilot areas for the establishment of the system of lawyer’s participation in resolving and representing cases of petition letters and visits relating to legal proceedings in Sichuan Province，has adhered to the strategies of combining top-level design with grassroots exploration，unifying the safeguarding of petitioners’ lawful rights and interests and the upholding of judicial authority，and promoting the mutual support between the improvement of relevant institutions and mechanisms and the solution of concrete problems，and concentrated its efforts on the administration and assessment of lawyers，the resolution of cases，the filing of petitions on behalf of the petitioners，and the coordination and linkage between various kinds of work，so as to resolve the difficult cases of petition letters and visits relating to legal proceedings and enhance the ability of relevant government organs to deal with such cases.
