To advance in a deep-going and all-round way the work of ruling the city by law at the grassroots level，the Government of Wanyuan City has actively explored the new mode of self-government by rural villagers and urban residents through non-government regulations and pledges by taking the improvement of “village regulations and villagers’ pledges（or joint pledges of residents in urban areas）” as the key link，adhering to the “six steps” and the “five principles”，and strengthening the “four measures”. Through such methods as personal involvement，self-management，self-discipline，and self-service，it has established a system of non-government regulations and pledges at the levels of villages（communities），villagers’ groups（neighborhoods），and compounds（buildings），thereby achieved marked results in strengthening the construction of grassroots soft law system，implementing refined autonomous grassroots management，and promoting grassroots democracy.
