During the reconstruction after the strong earthquake in Lushan County of Ya’an City on April 20 2013，the Government of Ya’an City has actively implemented the system of “self-reconstruction committees” and “self-administration committees” and explored ways of enabling the people to participate in post-disaster reconstruction，thereby effectively integrated various social forces for the reconstruction，given full play to the wisdom of the masses of people，and improved the level of democracy. To standardize the administration of new village settlements and strengthen the construction of rural grassroots governance system，the Government of Ya’an City used the rule-of-law method to establish a long-term mechanism for the administration of new village settlements，formulated the Regulations of Ya’an City on the Administration of New Village Settlements to ensure the smooth management and operation of new village settlements，the sharing of the achievements of post-disaster reconstruction，and the formation of a law-based and democratic grassroots governance order. This report carries out in-depth analysis of the concrete framework，basic elements，and operational mechanism of the “self-reconstruction committees” and “self-administration committees” system，with a view to contributing to the development of theory and practice of rural grassroots governance in the new era.
