The solution of the problem of arrears of rural migrant workers’ wages is a livelihood project aimed at upholding the lawful rights and interests of the broad masses of rural migrant workers in cities，as well as a political project aimed at maintaining social harmony and stability. For a long period of time，arrears of rural migrant workers’ wages have been a frequently occurring phenomenon in the construction industry and effective prevention and comprehensive control of this problem has become a major and urgent task of Party committees and governments at various levels. In recent years，especially since the “April 20 Lushan Earthquake”，the Party Committee and the Government of Ya’an City have attached high importance to the solution of this problem and taken it as a special test of their own ability to ensure the smooth progress of the post-disaster reconstruction. By carefully summarizing the experiences gained and lessons learnt in dealing with this problem in the past，carrying out in-depth analysis of the root causes of the problem，improving and innovating the relevant policies，measures and mechanisms，and pushing forward in a pragmatic way the construction a line of defense against the problem，have developed a new governance mode for the implementation of the Project on the Wages of Rural Migrant Workers.
