Since its approval by the State Council as the first national demonstration zone of independent innovation in the western part of the country in June 2015，Chengdu Hi-Tech District has been vigorously promoting the construction of a demonstration zone of independent innovation on the rule of law in accordance with the arrangements made by the provincial and municipal Party committees and the strategic plans of constructing national demonstration zones of independent innovation and creating innovative entrepreneurship centers. In this process，its has made progresses in the fields of excise of state power by law，legislation，construction of a law-based government，judicial reform and social governance by law，and created a situation in which various kinds of work of the Innovative Entrepreneurship Center are guided and safeguarded by law，thereby providing strong legal safeguards for economic and social development.
