With continuous social and economic development，the backwardness of administration and insufficiency of administrative ability have become more and more prominent in China. Problems such as multi-level and duplicate law enforcement，law enforcement that disturbs people’s life，attaching importance to power while ignoring responsibilities，and buck-passing that currently exist to varying degrees in the administrative law enforcement work have undermined the fairness and the unity of administrative law enforcement，and disrupted public order and market economic order. In accordance with the general requirement of the strategy of constructing a law-based government，the Government of Ziyang City has actively carried out concentrated law enforcement activities and accumulated some useful experiences that are conducive to the modernization of the management and the improvement of the overall quality of administrative law enforcement.
