Since 2016，the Government of Bazhong City has carried out explorations on the “legal thinking + information technology + institutional implementation” mode with a view to promoting the open and lawful operation of public power and implementing the “two responsibilities” system in the construction of the Party conduct and of an honest and clean government. In this process，it has paid special attention to the work of “information cleaning up，platform development，and institutional construction”，and constructed a unified “Intelligent Government Affairs Platform” and a supervision system that cover all counties（districts）of the City. The platform went online on September 1，2016 and covers all the power-exercising organs，power-exercising matters，power-exercising personnel and power-exercising process and supervisory organs（agencies）in the city. Through this platform，the Government of Bazhong City has realized the unified administration and operation of，as well as supervision over，administrative power and public services，actively constructed the “quadruple supervision” system，promoted the law-based exercise，the transparent operation，as well as the check and balance of power-exercising organs，given more rigidity to institutional execution，and contributed to the construction of a law-based government and a power operation mechanism for ensuring that public officials “are afraid，unwilling and unable to engage in corruption”.
