Economically developed villages and towns，as represented by Xuxiake Town of Jiangyin City，while enjoying the benefits of rapid development，are faced with such problems as huge social risks，strong demand for the safeguarding of people’s livelihood，and mismatch between the law enforcement supervision system and the economic society. To solve these problems，the Government of Xuxiake Town has based itself on the grassroots grid management，innovated law enforcement systems and mechanisms，relied on information technologies to reengineer law enforcement process，promoted the new mode of comprehensive law enforcement at the grassroots level，and achieved remarkable results in this process.
