    东北三省食品安全监管保障体系研究

    摘要

    “民以食为天,食以安为先”,国家“十三五”规划已明确将食品安全问题提到国家战略高度,食品安全监管保障体系的建设必须相应有所完善。“十二五”期间,东北三省食品安全监管工作从探索创新模式、安全监管可追溯、推进基层监管体系建设、加大违法监管力度和逐步完善监管的政策性规范多个方面做出积极努力。但同时也存在食品安全监管主体不明确、缺少专业性技术型监管人员、安全监管信息公开程度低和安全监管经费配备不足的问题。本研究通过对东北三省食品安全监管现状的分析,针对监管体系存在的问题与不足,提出相应的完善东北三省食品安全监管保障体系建设的对策建议。
