    东北三省就业形势分析及对策研究

    摘要

    近年来,东北三省经济下行压力较大,但总体就业情况保持基本稳定,创业创新成为引领就业的发动机,就业结构持续改善。就业总体状况平稳受益于经济增长总量较大,产业结构调整结构优化,稳增长、促就业措施有效推进,劳动力供给逐年递减等因素。从就业工作存在的困难和挑战来看,经济拉动上面临着产业结构调整、淘汰部分过剩产能、有效需求不足的挑战;劳动力面临着数量递减、年龄结构变老的“两个转变”;外部环境面临着科技革命新业态、新需求的挑战;供需情况面临着部分劳动者就业难和部分企业招工难并存的“两难困境”。要做好以后的就业工作,实现稳定就业和更高质量的就业,就要就业优先,优化人才创业创新环境;强化政策落实,大力扶持创业创新活动;创新工作机制,强化培训提升就业技能;立足多管齐下,拓宽重点群体就业渠道;规范劳动关系,提供公平公正就业环境。

    In recent years, the three northeast provinces economic downward pressure is bigger, but the overall employment situation remains basically stable, entrepreneurial innovation become the leading employment engine, employment structure continues to improve.Stable employment overall health benefit from economic growth amount is larger, the industrial structure adjustment of structure optimization, measures to effectively promote the steady growth, promote employment, labor supply factors such as decreasing year by year.From the perspective of the difficulties and challenges of employment work, on the economy is facing industrial structure adjustment, eliminate a part of the challenge of excess capacity and insufficient effective demand;Labor is facing diminishing number, age structure aging "two change";The external environment facing the revolution of science and technology the challenge of the new forms, new demand;Supply and demand situation facing some enterprises and laborers employment recruitment difficult coexist "dilemma".To do a good job after employment, achieve stable employment and higher quality of employment, priority to employment, optimize the environment of entrepreneurial innovation talents;To strengthen the policy implementation, we will vigorously support the innovation activity;Innovation mechanism, strengthen the employment skills training to ascend;Based on multi-pronged, broadening the employment channels focus group;Specification of labor relations, to provide fair employment environment.
