    成都市进城务工人员随迁子女义务教育就学情况及政策分析

    摘要

    成都的进城务工人员随迁子女义务教育就学工作,在城乡教育均衡发展思路下由政府统筹推动。随迁子女的公平入学保障机制已总体搭建,并逐步呈现从“有学上”向“上好学”的转变。目前存在的问题主要有义务教育阶段学位承载能力不足、随迁子女教育经费严重短缺、区县财政负担较重以及随迁子女的学校适应性和城市融入问题等。建议进行有效的政策调控,完善随迁子女义务教育的多级分担筹措经费机制,切实推动进城务工人员随迁子女教育过程公平和质量公平。

    Abstract

    Compulsory education for migrant children in Chengdu has been promoted by government under the guidance of balanced education development between urban and rural areas. Currently,the mechanism that guarantees equitable school access for migrant children has been basically built. It gradually shows a value transformation of education policy from “every child can receive education” to “every child can receive good education.” Presently,there are some problems exist in compulsory education that can not be ignored,such as insufficient student bearing capacity in urban schools,fund deficiency of education for migrant children,heavy financial burden in districts and counties,children’s adaptability in urban schools and city integration. Suggestions are proposed to effectively regulate education policies,optimize and improve funding mechanism that can be shared and raised by multi-level sources,and practically promote both equality of process and equality of quality for migrant children’s education.
