During the social transformation，the basic types of urban community organization consist of the administrative community organization and civilian community organization. The contemporary administrative one has been endowed the contradictive functions which resulted in the practical plight of lacking independence. Based on the data from the investigation of Changchun community organizations such as He Xin Club and Dong Zhan Shi Wei，this article analyzed the developmental feature with Endogenesis and its meaning in policy. It is believed that we can conduct the research from the perspective of institution and resource，which are two of the key factors restricting the development of urban community organizations.
