In order to build the harmonious community，we should build and improve a high-quality community working-team. Based upon the status quo of community workers，we analyze the major factors currently constraining the urban community working-team construction，namely，economic factor，system factor and social factor，through on-site investigation and questionnaire survey of the community workers of T Street. On this basis，we put forward many proposals and countermeasures. For example，economic strength should be enhanced in order to improve economic treatment；operating mechanism should be improved in order to perfect institutional environment；educational training should be strengthened in order to optimize the environment of growth.
