自2014年陕西省专门出台促进民办残疾人服务机构发展的政策以来，民办残疾人服务机构发展总体形势较好，特别是在培育助残社会组织、政府购买服务、公办公助民营等方面有创新突破，但是在体制机制、政策落地、发展活力等方面还面临诸多难题。本文基于西安市、商洛市两市残疾人事业实地调研，对陕西省民办残疾人服务机构的发展现状、面临的困境与挑战进行深入分析，并在此基础上提出改善和加强民办残疾人服务机构发展的政策建议。
<<Since the policy of promoting the development of private service organizations for disabled was introduced in Shaanxi in 2014，the overall situation has been improved，especially in fostering disabled social organizations，government purchasing services，and public and private enterprises. But in the institutional mechanisms，policy landing and the development of vitality，etc. there are many problems. Based on the field survey on the enterprise of disabled in Xi’an and Shangluo，this paper makes an in-depth analysis of the current situation，difficulties and challenges of the development of private service institutions for the disabled in our province. On this basis，it puts forward the suggestions to improve and strengthen the development of private institutions with policy suggestion as well.
