In the era of globalization，energy security issues have also crossed national boundaries. Energy security of great power not only affects the national economy and the people’s livelihood，but also affects the nerve of the global society as a chain. From the perspective of China’s new energy development process problems as a perspective，we may be inspired for the study of energy security issues in the future. Although China’s energy security policy follows up with progress，but still lags behind the reality of demand. At the same time，the energy strategy has led to a series of environmental problems，the local labors’ rights protection problems have occurred in Africa and the calls of public for managing environmental pollution have never weakened. Take the position of pluralism in public governance for the environment，that is，the government as a leading party shall form a diversified and interactive pattern with citizens and societies，non-governmental organizations，private enterprises and other related subjects. This is the inevitable path choice in the era of globalization.
