环境社会治理的本质是环境多元共治,是对公众参与的拓展。实现良好的环境社会治理需要政府创造合适的制度条件让多方参与进来。而创造合适的制度条件又需要从根本上理解人对环境风险的认知(即主观判断)及其影响因素。本文通过梳理国内外近半个世纪以来在环境风险认知领域的有关研究,分析和总结了影响人们环境风险认知的因素,并指出我国当下对风险认知相关问题探讨时存在的误区,提出我国学者未来在相关领域需要重点关注的方面。
<<The essence of environmental social governance is the simultaneous involvement of individuals and organizations in multiple ways to manage environmental common affairs. Good governance requires the government to create an enabling context in its first place through institution building and policy making. To create an enabling context requires a fundamental understanding on what people think about the environmental problems and what shapes such perception. This paper aims to unravel these questions by analyzing and synthesizing what have been learned in the past fifty years on public perception toward environmental risks,to clarify misconception in current discussion on this topic and identify research questions in this field to be answered with priority in a Chinese setting.
