在有关中国改革的研究中,政策学习是一种具有潜力的分析视角。然而在当前关于政策学习的相关研究中,不管是概念定义还是研究框架都难以很好地适用于中国的实际情况。此外,实证研究中经验证据的获取存在很大的难度,这也是制约相关研究的瓶颈。本文尝试在前人研究的基础上发展适用于中国改革开放以来实际情况的政策学习的概念和研究框架,并且以改革开放以来城镇土地使用政策变迁为案例进行实证分析。分析结果表明,土地使用政策体系的建立过程是一个典型的“变革愿景引导之下的目标与技术手段共同演化”的政策学习过程。
<<Policy learning is a promising perspective to study Chinese reform and economic development during the past thirty years. However,studies based on this perspective face a number of flaws,which include vague definitions and a lack of proper methods for empirical research. In this article,we have perfected these flaws by detailing the concepts and developing a clear research framework,which is applicable to the situation during China’s reform and opening period. We have also designed empirical research methods. Thereafter,we conducted empirical studies on China’s urban land-use policy. The results show that the building of an urban land-use policy system is a typical policy-learning process.
