These high growth rates of urbanization and population have put an increasing strain on the carrying capacity of Indian cities,and in particular their capacity to provide basic services and infrastructure and to coordinate growth with inclusion. India’s third largest city,the capital,Delhi is the typical example of governance failure. This report mainly describes the status of Delhi from the four aspects:1)economic base;2)social structure and spatial form;3)governance;4)governance performance. The report reveals the various disadvantages and problems in further which exist in the process of urban governance,and points out that Delhi has failed to become an inclusive city because of the inappropriately designed governance arrangements. This might be worthy of reference for urban managers in China.
