While there are different understandings about the role of social organizations in social governance，it is certain that cooperation between government and social forces is becoming one of the mainstreams of development in China’s social governance reform. But how should we understand the relationship between government and society？What roles can social organizations play？What are the issues that should command our attention in the process of cooperation between government and social organizations？The author draws on his experience of providing services to other social organizations as well as working as a social organizer himself to reflect on the development of the cooperative relationship between his own organization（Facilitators）and government over the course of thirteen years. He argues that government and social organizations are equal partners in the relationship and should build their cooperative relationship based on effectively promoting the wellbeing of the people and making innovations in governance. The role of social organizations in the relationship is not only a service provider and a resource recipient but a facilitator and a builder of government-society cooperation. Social organizations should actively play a diverse range of roles including specialized service provision，resource reallocation，empowerment and capacity building，policy advocacy，social innovation，and technical support. Government should respond positively to the needs of social organizations by recognizing social organizations，providing them more space，equal policies and greater resources for development，so as to bring vitality to social organizations. In this way both parties should work together to foster the public-welfare market，achieve effective services to promote the wellbeing of the people and push forward innovations in social governance.
