The growth of social organizations in China declines slightly in recent years. The major reason for the decline is that no effective combination of policy instruments has been adopted while single policy instrument is heavily relied on. However，the social organizations in China is laying stress on improved quality and standard development. With the decree of the Charity Law and other laws and regulations，the legal policy system of social organizations in China is more and more improved and meanwhile，the policy instruments for cultivating and supporting social organizations are diverse. The interior ecological system of the social organizations and the outside supporting system are gradually forming a transboundary ecological circle. The social organizations in China have stepped into an era of overall innovation and construction of ecological system. Currently there are still some problems such as single policy instrument and insufficient supporting policy instruments. The government should apply diverse policy instruments to creating a better environment for the development of social organizations.
