2016 is the very beginning year of the 13th Five-Year Plan to build a well-off society in all aspects and a strong province in economy. In general，Sichuan’s fiscal revenue is characterized by its stable and fast increase. The fiscal revenue in the first 7 months of 2016 amounted to 2.09 trillion Yuan，61 percent of the whole budget，rising by 8.7 percent from the same period a year ago with an total increase of 16.75 billion Yuan. While with the enforcement of replacing business tax with value-added tax in all industries，the decrease of fiscal revenue appears which will have great influence on fiscal revenue in 2017. Therefore，it is necessary to plan the budget well，to manage the expenditure and to value the budget effects，meanwhile to adjust the industrial structure，to transform and upgrade as well as to cultivate main fiscal resources.
