This paper summarizes the practices and effectiveness that “public welfare lawyer” enters into community and serves grassroots in Huangpu District. The limitations of voluntary service model and judicial management system and grass-roots social autonomy ability and other aspects of problems are analyzed. The community public legal service working system of Government-led，judicial administration department co-ordination and the full establishment of neighborhood committee legal adviser system and other countermeasures are proposed.
