    上海水生态重建案例研究

    摘要

    在河道水环境治理方向上,上海市已经实现了从“消除黑臭、改善水质”为主向“稳定水质、修复生态”为主的转变,全市开展了大规模的生态修复,但距离河道生态修复目标仍有相当大的距离。针对中心城区中小河道,分析导致河道生态退化和制约其生态修复的主要因素。以典型河道为例,建议中小河道生态修复应本着尊重自然的原则,因地制宜,适当选取人工干预措施,启动生态系统的自修复过程,恢复河流的功能,实现生态环境保护和河流整治的双赢。同时,简要介绍河道生态修复技术与管理政策,提出在加快基础设施建设和开展实事工程项目的同时,通过政策机制落实河道生态修复的长效管理,维护和强化生态修复的效果。

    Abstract

    The urban river,especially the central city river suffered serious problems from water quality pollution to ecosystem degradation. With deepening of long-acting management of urban river,Shanghai has issued policy,maintenance standards and management systems. River maintenance management is moving in the direction of the scientific,orderly and healthy development. Recently,the city launched a large-scale ecological restoration. But restricted by technology oriented,there is still a considerable distance from the ecological restoration target of river course. In this paper,the main factors that lead to the ecological degradation and ecological restoration of the middle and small rivers are analyzed. As the main trends of river management,urban river restoration in line with the principle of nature respecting,using ecological means by human intervention,start the self-organization process of the ecological system and restore the natural function and status of rivers,to achieve a win-win situation of ecological environment protection and river regulation. And briefly introduces the river ecological restoration technology and management policy. It was advanced that infrastructure construction and policy mechanism were the basis for the implementation of long-term management of ecological restoration.
