梳理迄今与民营医院相关的政策文件，并在准入、人才、税收、监管、医保、土地等重要领域详细阐述政策的相应促进手段。虽然还存在落实不到位的现象，但总体来讲政府政策对民营医院的发展起到决定性的、积极的促进作用。
<<Systematize the policy documents which related to private hospitals so far，and elaborate the corresponding promotion measures in access，human resources，taxation，regulation，medical insurance，land and other important areas. Although there may not be implemented really，but generally speaking the policy plays a catalytic role on the development of private hospitals.
